For half-duplex media:
(ifInOctets + ifOutOctets) x 8 x 100 / ifSpeed
For full-duplex media:
max(ifInOctets + ifOutOctets) x 8 x 100 / ifSpeed
ifInOctets and ifOutOctets value: between two pool cycles of collectin the SNMP objects, which representes the count of inbound octets of traffic.

For Windows Server Core which does not have any UI, you can enable this rule from the command prompt:
netsh firewall set icmpsetting 8
To disable it type:
netsh firewall set icmpsetting 8 disable

Trying to boot from USB: the first time I pressed F11 during boot the laptop tried booting from the empty CD drive. The second time I pressed F11 it successfully booted from the USB.
